How do we prevent human rights violations?
“All human beings are born free and equal in dignity and rights”, states the Universal Declaration of Human Rights adopted by the United Nations. It signifies that human rights apply to everybody regardless of system of government and cultural background.
Promoting respect for human rights in all parts of the world is a cornerstone of Denmark’s foreign and development assistance policies.
The humanistic imperative
Denmark upholds the belief that lasting peace, security, development and stability can only be achieved on the basis of respect for human rights. A culture of indifference to the sufferings of others is unacceptable, and Denmark considers it pivotal to discourage and oppose violations of human rights wherever they occur.
These objectives are therefore pursued in international fora such as the UN, and in its bilateral relations. Denmark also cooperates with its partners in the EU on central human rights issues.
The Danish approach
Danish foreign policy regarding human rights focuses on 5 particular areas:
Strengthening the independent and effective international monitoring of compliance with international human rights standards as well as working for implementation of international human rights instruments
Actively promoting Danish priorities such as fighting torture wherever it occurs, promoting freedom of expression and greater tolerance, and addressing issues related to combating all forms of discrimination based on religion or belief as well as supporting the rights of indigenous peoples
Taking critical and consistent action against human rights vio-lations
Actively strengthening democratisation and respect for human rights in development activities
Enhancing cooperation with civil society
Torture - a central issue
Fighting torture is central issue. Denmark presents and negotiates the resolutions against torture at the United Nations, and the European Union has asked Denmark to lead the implementation of the EU Guidelines Against Torture.
Dedication to the UN effort
Denmark has played an active role in the UN reform, including the establishment of the Human Rights Council. A strong commitment exists to making the Council credible, effective and operative. A culture of cooperation, dialogue and mutual respect must be developed, if the Council is to meet these expectations. Moreover, it is imperative that the Council is able to take operative action against human rights violations.
Furthermore, through un-earmarked contributions to the general budget and other contributions to voluntary funds under the OHCHR, Denmark is one of the largest voluntary donors to the UN Office for the High Commissioner for Human Rights (OHCHR).
